Carlos Batlle es Profesor Propio Agregado del Instituto de la Universidad Pontificia Comillas de Investigación Tecnológica (IIT) de la Escuela Técnica Superior de Ingeniería ICAI de la Universidad Pontificia Comillas de Madrid, donde imparte clases de Economía de la Energía y Regulación de Sistemas de Energía Eléctrica. Desde 2011, compagina su labor en Comillas con su posición de Visiting Scholar en el Massachusetts Institute of Technology (MIT) en donde por un lado, junto al Prof. Pérez-Arriaga, imparte clase de ?Ingeniería, Economía y Regulación del Sector Eléctrico? y por otro, como parte de la MIT Energy Initiative, dirige y participa en numerosos proyectos de investigación. Asimismo, es Electricity Advisor y miembro del Training Program for European Energy Regulators de la Florence School of Regulation del European University Institute, auspiciado por la Comisión Europea. En esta institución es director del curso anual de capacitación para instituciones reguladoras de energía conocido como ?FSR Summer School on Regulation of Energy Utilities?. Su labor investigadora se ha centrado en el análisis de la operación, planificación y gestión del riesgo en mercados eléctricos, y en especial sobre los aspectos regulatorios relativos a los sistemas de energía eléctrica, con especial énfasis en el diseño de mecanismos de mercado (mayoristas y minoristas), temas en los ha dirigido más de 40 proyectos de investigación y ha participado en muchos otros. Ha sido consultor de gobiernos, instituciones internacionales, asociaciones industriales y empresas de servicios públicos en más de 25 países. Ha publicado más de 30 artículos en revistas nacionales e internacionales.
